SARA TOLONEN
PhD Candidate and Project Researcher (OFFCORR & ACHIEVE) at The Center for Climate Change, Energy and Environmental Law (CCEEL), University of Eastern Finland
Sara is a doctoral researcher at the University of Eastern Finland's Law School, with a focus on the development and regulation of carbon markets, particularly voluntary carbon markets. Her research is supported by the OFFCORR project, funded by the Research Council of Finland, and the ACHIEVE project, part of Horizon 2020.
She is an active member of the RINGO Article 6 Group, contributing to discussions on the implementation of international carbon market mechanisms under Article 6 of the Paris Agreement, ensuring research insights are integrated into policy dialogues.
Her professional experience includes serving as Finland’s national focal point for the UN Convention on Biological Diversity’s Advisory Committee on Resource Mobilisation at the Ministry of the Environment, as well as participating in the Co-Chair team of the Coalition of Finance Ministers for Climate Action at the Ministry of Finance. These experiences provide her with a comprehensive understanding of climate policy and international cooperation, enriching her research and advocacy work.
As a Research Fellow at Rewire to Build, she will lead or co-author publications, contribute to public dialogues, and offer strategic insights across our thematic areas.
